DQ 2010 (the IAIDQ's Information Quality Conference rises once again!)

Having been put on a temporary hiatus for 2009, the IAIDQ's IDQ Conference is confirmed again for June 2010 in San Diego.

The 2010 event will be co-located with the extremely thought provoking and excellent Data Governance Conference.

The IAIDQ Board are very grateful to Davida Berger and the team at DebTech International for working with us to develop a "win-win" model for this event.

The Call for Papers will issue by the 15th October.

Board of Directors changes

The IAIDQ Board of Directors are pleased to welcome Laura Sebastian-Coleman to the Board of Directors in the role of Director Member Services. Laura is replacing Liz Davis who had to step down due to work commitments.

Laura was a candidate for the Member Services election in December and came second in the election, so her appointment as Director is in keeping with the preferences of voters in that election and further evidences the value of the Preference Voting system we implemented last year.

First promulgated by the United Nations in 1990 to raise international awareness of the important role quality plays in ensuring nations' prosperity; now celebrated annually on the second Thursday of November.

This year, Thursday 13 November 2008 is World Quality Day and IAIDQ is promoting the event around the world.

We have just finished the IDQ2008 Conference. This year's event has really reinforced the community values of the IAIDQ with plenty of networking and lots and lots of collaboration and learning. As an Association we are all recharged now to face into the coming year, during which we hope to find even more great stories to share about the value of information quality to our organizations.

We are excited to announce the opening of board positions for election. This is a significant opportunity for members to take a lead role in the development of the Association and the profession and to give your fellow members the benefit of your skills, experience, enthusiasm, and energy.

Irish CoP registers concern to national government about Post Code proposal

The IAIDQ Irish Community of Practice, and our partners in Ireland the Irish Computer Society (ICS), recently wrote to the Irish Minister for Communications, Energy and Natural Resources expressing interest in and concerns about proposals for a postcode system for the Irish Republic which were leaked to an Irish daily newspaper in recent months.

The letter highlighted the need to ensure good quality in the design of the post code system to avoid risks such as transcription errors caused by similar sounding letters or confusion between letters and numbers in any postcode format. We also highlighted the need for the 'master data' supporting a postcode system for Ireland to be managed with the diligence and care appropriate to a key information resource, ideally on a statutory basis.

The Irish Community of Practice of the IAIDQ and the ICS have formally extended an invite to the Minister to give a presentation to a joint meeting of the IAIDQ and Irish Co on the proposed scheme at his earliest convenience.

Dear Minister Ryan,

I am writing to you about the recent media coverage of the proposed (and apparently further delayed) postcode implementation. I was interested to read that this matter is going to come before the Cabinet soon. In particular I was interested to read estimates of costs etc. published in yesterday’s Irish Independent (2008/06/09)

The IAIDQ (www.iaidq.org)  is an international organisation dedicated to addressing the impact of poor information quality on organisations through developing and promoting sound practices in Information Quality Management. As you are doubtless aware, the Irish Computer Society (www.ics.ie) is the professional body for ICT professionals in Ireland. The IAIDQ and ICS collaborate on issues pertaining to Information Quality in Ireland under the IQ Network ‘brand’. A particular concern for us is address databases, and the ‘master data’ which can be used to validate and confirm the accuracy of address data.

Our collective membership includes major Irish companies which deliver services and goods to every address in Ireland, as well as Business and IT professionals in related organisations who would be required to assist in integrating a standardised postcode into existing data sets. World-wide, the IAIDQ counts among its members a number of noted experts in the field of Address data management.

We are concerned about the following issues:

  • The new postcode system is going to require new divisions within counties. What will these divisions be and how will they be laid down?
  • How exactly will the scheme provide for unique addresses? Will there be a unique 6-character code for every house from the outset.
  • How will the system integrate with other systems? For example, many of our members already have an investment in the Geodirectory system. Similarly, many of our members have invested in demographic information arising from the Census and other CSO statistics. It would be a great benefit to our members and our customers if this data could be easily matched.
  • Are you concerned about the use of letters in the postcode? Only a very small proportion of countries have letters in their postcodes, and none of the postcode systems deployed in the last ten years use letters. (For example, only one of the six postcodes examined by the Postcode Working Group used letters as part of the postcode.)
  • In this context, how will the system address (no pun intended) the risk of transcription errors, particularly where characters are phonetically similar (for example “B”, “V”, “D”, “Z” can all be confused over the phone)? Will the system cater for character confusion caused by numeric characters looking like text characters (“1”(one) and “l” (letter L))?

These are all common data input errors which could undermine the successful implementation of a post codes system and impact the overall benefit case – particularly if the input error sends Emergency Services to the wrong location.

  • How will the system be administered on an ongoing basis? Tens of thousands of new housing and business units are constructed every year, and it is important to keep the database of valid addresses up-to-date and assign new postcodes as they are required. For example, will postcode allocation be linked to the planning processes under the control of the Department of the Environment, Heritage and Local Government?
  • Will there be a statutory basis for the new code? It is certainly important that there be full industry engagement on developing and managing the code and we are happy to play our role. But it is also important there be clear backing for the code from the government.
  • Will the new post code be available as part of a standard ‘master data set’ which could be used by businesses, political parties, voluntary organisations etc. to validate addresses held in their databases?

The IAIDQ and the ICS both welcome the Department’s initiative in proposing a postcode system for Ireland as it is a much needed ‘information asset’ for the State which could greatly assist in improving business efficiency above and beyond the obvious areas of mail delivery.

However, a poorly implemented system that fails to address fundamental issues such as those outlined above will inevitably fail to meet, let alone exceed, the expectations that may be had of the system.

In July 2005, Mr John Rice of your Department delivered a high level overview of the postcodes system to the collected members of the IAIDQ and the Irish Computer Society. We invite the Minister to present an update on the Post Codes programme to the Irish Computer Society and the Irish members of the IAIDQ at your earliest convenience.

State of Information and Data Governance report

We are happy to announce the release of the State of Information and Data Governance report.

This report discusses the findings of a survey designed to gain insight into how today's organizations are governing their data and information assets. The survey was jointly conducted in late 2007 by the International Association for Information and Data Quality (IAIDQ) and the Information Quality Program at the University of Arkansas at Little Rock (UALR-IQ). The goals of the study are to help professionals from all disciplines to:

  • discern the major trends in information / data governance
  • identify the structure and focus of existing information / data governance efforts
  • assess perceptions regarding the effectiveness and maturity of these efforts

The intent of this report is to describe the objectives and activities that many enterprises are pursuing as part of their information / data governance efforts. By investigating how organizations across the world are defining and implementing information / data governance processes, we hope to provide a map of the existing landscape that you can draw upon as a guide as well as establishing a baseline for future comparisons. The report is deliberately more descriptive than prescriptive. In other words, its main focus is to present and describe the survey findings. For the most part, the report avoids prescriptions about what data governance leaders should do. We hope the report stimulates a vigorous conversation about implications and prescriptions for data governance.

We are planning a webinar to further discuss the highlights of this report. Please check the IAIDQ web site in the next 2 weeks for additional details.

IDQ Conference 2008

IAIDQ and Wilshire conferences announce:

The 2008 IDQ Conference will be held at the San Antonio Marriott Riverwalk Hotel in San Antonio, Texas USA from 22-25 September 2008.

If you've never been to San Antonio, it's a wonderful town. The Alamo is an absolute must see as the sentimental birthplace of the Texas Republic (the only State that was an independent nation for over a decade before joining the U.S.). When you visit the Alamo, there are plaques around the interior walls listing the names of all those who died at the Alamo to hold Gen. Santa Ana up for several weeks while Gen. Sam Houston rallied additional Texas forces to ultimately defeat the Mexican Army at San Jacinto (just outside present-day Houston) a few weeks later.

World quality day

New Master of Science in Information Quality announced

I am pleased to announce that the Arkansas Department of Higher Education voted on April 28, 2006, to grant approval for the University of Arkansas at Little Rock (UALR) to offer a Master of Science in Information Quality (MSIQ) Degree. The university will open the admission process for this program within the next few days. Many thanks to all of you who have helped us get to this point.

We are also excited that Dr. Elizabeth Pierce will be joining the Information Science faculty at UALR to help support this program. Dr. Pierce comes to us from Indiana University of Pennsylvania where she is professor and chair of Management Information Systems and Decision Sciences. Dr. Pierce will be teaching the Total Quality Management and Statistical Quality Control course this fall. She also comes with experience in developing and teaching distance education programs.

Now that the program has been approved, our greatest need is to find and enroll qualified students. Master of Science in Information Quality (MSIQ) at the University of Arkansas at Little Rock (UALR)

The Master of Science in Information Quality (MSIQ) program proposed by the University of Arkansas at Little Rock (UALR) has passed two significant milestones: (1) Approved by the UALR's Graduate Council, (2) Approved by the Board of Trustees of the University of Arkansas System. The final step is a review and approval by the Arkansas Department of Higher Education. Concurrently, we must begin to solicit your help in enrolling 15-25 MSIQ students for Fall Semester of 2006:

British CoP Formation Approved

The Board meeting of 2006-01-18 approved the formation of the British Community of Practice. Its purpose is to promote the aims of the Association within the Brititsh Isles (The United Kingdom, the Isle of Man and the Channel Islands. All members of the Association practising in this area will be considered members unless they specifically opt out. Members working in Northern Ireland and the Isle of Man may opt to join the Irish CoP instead.

A sub-domain will be set up (brit.iaidq.org) as a forum for the members of the CoP.

Teaching the new generation about Information Quality

Daragh O Brien lecturing at Dublin City University IAIDQ Director Daragh O Brien and former board member Dr Markus Helfert are working to ensure that new professionals understand the issues around data and information quality.

In December Daragh delivered 2 guest lectures to classes run by Markus at Dublin City University to give the students there an overview of Information Quality and its importance.

These lectures are a regular occurence now (thanks to Markus Helfert) and attendences and feedback were excellent. DCU students are currently in the process of establishing a Student Network for university students interested in IQ as a practical and research discipline. Markus and Daragh are acting as advisors to them and the Student Network will initially operate as a part of the Irish Community of Practice.

IAIDQ chartered in the US state of Delaware

The IAIDQ (International Association for Information and Data Quality) is now "official," established as a not-for-profit corporation with its charter in the US state of Delaware, reports Larry English, co-founder of IAIDQ.
